| | A bias incident is an act of prejudice that is not criminal in nature and does not involve violence, threats or property damage. Bias Related Events include conduct or behavior (verbal, nonverbal, or written) that can be frightening and unsettling.
If the incident you are reporting involves damage to property, an assault, or a threat of bodily harm please call 911, as this is a hate crime and not a bias incident. A Hate Crime, RCW 9A.36.080, is an intentional act based on the offender’s perception of the victim’s race, color, religion, ancestry, national origin, gender, sexual orientation, gender expression or identity, or mental, physical, or sensory disability if the act involves physical injury to another person, physical damage to or destruction of the property of the victim or another person, or threatens a specific person or group of persons and places that person, or members of the specific group of persons, in reasonable fear of harm to person or property.
| Examples of bias related events can include but are not limited to the following:
• Using profanity and prejudiced insults and/or racial slurs
• Using unwelcomed/bigoted comments
• Distributing racist flyers in public places
• Displaying hateful materials or signage on private property
• Any other bias behavior that does not rise to a criminal act |
| | The act of changing, modifying or defacing public or private property. No suspect information. | Knocking over mail box, egging, throwing rocks through windows, etc. |
| | Unwanted phone calls of an annoying, harassing or threatening nature. No known suspects, no caller-ID information. | Immediate hang-ups, obscene language, etc. with no known suspects. |
| | Obtaining someone else's personal identifying information and using it to obtain credit, goods or services. | Someone obtains a credit card using your S.S.N. or obtains phone service using your personal information. |
| | The discarding of trash or garbage on private property or in a public place. | Someone is dumping old furniture in the empty lot behind your house. |
| | When property is missing or lost. | Property that is missing, left behind, or missing from home. |
| | Property is stolen from a motor vehicle. No suspect information. | Belongings are stolen from your vehicle. If your stolen property includes a firearm, or if suspects have left behind any property that is not yours inside of your vehicle please call 911 to report the incident. |
| | Add information to an already existing report. Please make sure you have the original report number. | You have additional property that you have discovered missing or information regarding the report you have already filed. |
| | Your property is taken without your permission. If taken from within a locked or securable compartment of your motor vehicle (such as the cabin or trunk of your vehicle), use Incident Type: Motor Vehicle Prowl. No known suspects. No security video. If you are reporting a burglary [when the theft is from a secured building or structure (e.g.: your locked/unlocked garage, your locked/unlocked home, your locked/unlocked shed)], do not use online reporting. Call 9-1-1. | Property known to be stolen, such as a yard ornament. Lost property is not a theft. |
| | US Mail is stolen from your mailbox. | Mail has been removed from your locked or unlocked mailbox. |
| | “Abandoned vehicle” means any vehicle or hulk left within the right-of-way on any public street, highway, alley or way open to the public for a period of twenty-four hours or longer. | Your neighbor’s vehicle that has been parked across the street in the roadway for a week and hasn’t moved. |
| | Information on illegal activity in the area to solve a crime, save a person’s life or simply make your neighborhood a safer and more enjoyable place to live. This could be anything from a chronic noise complaint to a tip on a major crime. | My neighbor’s dog barks all day long while they are away. Or, I saw a sketch on TV last night that looks like my neighbor. |
| | Drug-related activities, relating to the sale or distribution of illegal drugs, locations where drug selling is occurring, names of drug pushers, or anything else that you think may assist us in combating illegal drugs. | There is a lot of traffic in the rental house at the corner all hours of the night. |
| | Reporting of a location that requires extra traffic control because of excessive speeding vehicles, the continuous disregard for warning signs, or any other area where extra enforcement is needed. | At rush hour between 4 and 6 the traffic on 116th. NE between 70th and 80th is going way too fast. |
